Responsibilities
Financial Duties:
- County Budget Preparation for Council
- Maintain Drain Records for Payment/Adjustments
- Make Initial Determination of Tax Rates for County Unit
- Issue all checks in payment of County obligations
- Oversee Payment of Bills for Building Projects
- Manage Additional Appropriations
- Administer All County Funds and Grants
- Audit all claims submitted for payment
- Maintain County Fixed Assets List
- Maintain Insurance ledger
- Payroll
- Direct Deposit
- Personnel Files for Auditor's office
- Employee Service Record
- All the H.R. related items for the County
Taxation:
- Innkeepers Tax
- T.I.F.
- L.O.I.T.
- C.V.E.T.
- C.A.G.I.T.
- Excise Tax, Lottery Distribution, Auto Rental & Aircraft Tax.
- Prepare Tax Rate Chart for publication (proposed and Certified)
- Manage Budget Transfers and Additional Appropriations
- Responsible for Tax Sale-Publication & Records of Sale, Deeds
- Track Tax Abatement Property Status
- Transmit Budget Orders and Tax Rates for all units of Government in County
Property Records:
- Receive Deeds, Affidavits, Etc for Property Ownership
- Receive Sales Disclosures
- Official Receipt of Plats
- Accept & Process Annexation Records, Exemptions- Homestead, Mortgage, Veterans, Age, Disability, GeoThermal, Heritage Barn
- Maintains Subdivisions, Street Names, Splits, or Combinations
- Certify Signatures for Remonstrance Petitions
- Main Plat Book through GIS System
Personnel/Payroll:
- Keeper of Auditor's Office Service Record
- Prepare Wage Scale Information
- Payroll
- Direct Deposit
- W-2's, W-4's, 1099's
- Payment f Taxes to IRS, FICA, Dept. of Revenue
- Employee Benefit Payments
- Health Insurance Payments
- Life Insurance Payments
- PERF
- Administer Various Employee Withholdings
Abstract/Settlement:
- Distribution of tax revenues to Taxing Units
- Prepare Abstract
- Prepare Settlement Spread Sheet
- Quietus all receipts
- Balance with Treasurer (monthly)
- Not only does the auditor work days, many meetings are scheduled at night. Attending additional educational meetings including the Association of Indiana Counties, Indiana Auditor's Association
Miscellaneous Duties:
- Prepare/Distribute Agendas for Council and Commissioner Meetings
- Keep all Official Records( i.e., Contracts, letters of credit, bonds, minutes, bids, vehicle titles and all correspondence, both Council and Commissioners)
- Record All Pertinent County Documents
- Provide Certificates of No Remonstrance for all County taxing units
