The County Assessor is responsible for accurately and uniformly determining the market value-in-use of every property in Fulton County as of January 1 of the current year. Assessing officials must follow the rules of the Department of Local Government and Finance (DLGF) in all assessment or reassessment of real property practices. These processes are intended to distribute the property tax burden in a uniform and equitable manner. Mass appraisal is used as a process of valuing a group of properties as of a given date, using valid market sale prices, standard methods, employing common data, and allowing for statistical testing. We welcome any questions and/or concerns you may have with the methods used to determine the value-in-use of your property.
This is achieved by using three approaches to value

- Sales Comparison
The State requires annual adjustments of assessments to reflect changes in the market. Pursuant to IC 6-1.1-4-4, the Cyclical Reassessment has commenced. Every year, we are required to review approximately 25% of the parcels in Fulton County.
In general, the County Assessor performs the following duties
- Assesses Land and Buildings for Residential & Agricultural Uses
- Assesses Land and Buildings for Commercial/Industrial Uses
- Processes Application for Property Tax Exemptions
- Annually Conducts the Cyclical Reassessment
- Serves as Secretary to the Property Tax Assessment Board of Appeals
- Ensures Countywide Uniform Property Assessment Equalization
- Administers the Sales Disclosure Process
- Certifies Annual Assessments to the County Auditor’s Office
- Establishes Boundaries for Neighborhoods within their Townships
- Utilizes Recent Sales of Land to Establish Base Market Rates and Values
- Determines and Certifies Mobile Home Assessments to County Auditor
- Processes and Certifies Personal Property Assessments
The County Assessor is a statutory officer who is elected for a term of four years and may be elected without a term limit. This official functions under the direction of the Department of Local Government Finance and is required to have an Indiana Level III Assessor/Appraiser Certification.

About the Auditor's Office
The Auditor is the Chief Financial Officer of the County. The staff is responsible for handling all receipts and disbursements of county funds, creating financial statements for the County, completing annual reports for review by the State Board of Accounts, and processing payroll for over 190 county employees.
Additionally, the office handles all transfers of ownership of real property, maintains property boundary information in conjunction with the County GIS system, calculates property tax for all real, personal, mobile home, special assessment records, controls distributions of tax collections, special assessments, and special revenue collections for all units of government within Fulton County.
The Auditor also serves as the Secretary to County Council. The Auditor maintains all budgets, salary ordinances, additional appropriations, transfers, and abatement applications as well as the minutes of all County Council proceedings.
The Auditor serves as the Secretary to the Board of County Commissioners. The proceedings and determinations of the Board shall be recorded in a book, and books, accounts, vouchers, papers and documents, touching business or property of the County shall be carefully kept by the Auditor.

The State of Indiana has ninety-two counties, and each county is served by the Clerk of the Circuit Court. While some
jurisdictions have one Circuit Court, Fulton County has two courts: Fulton County Circuit and Fulton County Superior Court.
The Clerk is an elected official who serves as an officer of the Court and the manager of Court information. Indiana Statute provides that the Clerk may serve up to two successive for year terms (or eight years in any period of twelve years). The Clerk serves as the chief financial officer for all revenues collected on behalf of the Court, and also serves as a member of the Fulton County Commission of Public Records.
In Indiana, the Clerk is the official who oversees and conducts all elections, as a member of the Election Board. The Clerk is responsible for administering and certifying results for all federal, state, county, township, municipal, special, and school board elections.

- Collect and disburses Child Support payments
- Collect costs and disburse judgement monies
- Maintain Traffic Infraction Division

- Oversees the maintenance and microfilming of court records
- Prepare certified copies of documents
- Oversees jury selection for courts

Welcome to The Fulton County Council's Office
The Fulton County Council is comprised of seven members, four elected from districts and three elected at-large. Council serves as the County's fiscal body. Members of Council must reside within the county and the district from which they were elected, if applicable.
Council also sets and approves the County's annual property tax levy.
County Council is responsible for establishing an annual budget for County Government. Council is also responsible for appropriating funds for the operation of County Government. Council also sets and approves the County's annual property tax levy. The County Auditor serves as the secretary of the fiscal body.
The Council meets on the 3rd Tuesday of each month at 5:00PM unless otherwise advertised.
Meetings will be held at the Fulton County Office Building, 125 East 9th Street, Rochester, IN.
Terms are four years with the ability to serve an unlimited number of terms.
The County Council has fiscal responsibilities for the county including the following:
* Annually approves budgets presented by all county government departments.
* Holds hearings to adopt all County budgets and tax rates.
* Approves all additional appropriation requests for funding for the County throughout the year.
* Approves all grants received by the County.
* Holds a hearing and approves all abatements requested of the County.
* Holds a hearing for library capital projects for various libraries within the County.
* Provides representatives to the Economic Development Corporation, Solid Waste District, Wage Committee, etc.

For some this is an ordinary week. You may ask why they would dedicate a week to dispatchers. Don't they just answer the phone? They are not boots on the ground. They have it easy. They get to sit in a chair and be in a controlled climate. These are just a few of the comments these folks hear because some do not understand what we do. As a director and once a full time dispatcher I can testify this job is not easy. We may not be able to get boots on the ground but we are here to give pre arrival instructions, listen to your cry’s, comfort you in your loss and listen to your complaints. Yes sometimes you even throw in a compliment and we never forget and appreciate those moments. Dispatchers are a very important piece of emergency response. WE ARE THE FIRST RESPONDER! You see we have a great deal of responsibility that no one understands. We are a master at multi-tasking, consulting, talking on the radio, providing resources, answering admin lines, 911 lines, provide assistance for the Sheriff, Warrants, IDACS, NCIC and making sure our responders are SAFE. Please forgive us if we have a bad day and seemed unkind. We are not perfect. We give it our all. We remember all the bad calls and those of you who have lost someone. Our compassion runs deep and we cannot express enough how deeply sorry we are. But truly we have a lot of great outcomes. Sometimes we experience a child birth or save a life through pre arrival instructions or the calmness of our voice. I ask that you thank a dispatcher this week. Please give these folks a simple thank you for all the hard work they do behind the scene. They are the calm voice that gives HOPE, one who is rarely seen, angel in the airwaves, a 911 Dispatcher. The County Highway Department Superintendent is a County official appointed by the County Commissioners. The Fulton County Highway Department is responsible for all roads, bridges and small structures (less than 20 ft. span) within Fulton County that are neither State nor Highways within the corporate limits of a town.
Mission Statement:
The Highway Department is responsible for approximately 800 miles of roadways and right-of-way that the County Commissioners have accepted into the road inventory. In addition to maintaining roads, Highway employees pick up trash, patch roads, trim trees, cut bushes, mow roadsides, maintain County culverts, replace road signs, work on drainage issues, and perform other necessary tasks needed to keep the roads safe for all who travel in or through Fulton County.
