D.S.T. in the Conference Room of the Fulton County Office Building. Board Members present were: Chairman, Roger Rose; Vice Chairperson, Sherry Fulton; and Stanley Musgrave. Also in attendance were Fulton County Surveyor, Don Towne; Assistant Surveyor, Tom Chudzynski; Drainage Board Secretary, Jean Cloud; Dan Eads from Felderman Design Build; Chuck Kumler and Bryan Benn, representing the Leadership Academy Project. It is duly noted that Drainage Board Attorney, Greg Heller, was absent. Chairman, Roger Rose, called the Special meeting to order at 9:09 A.M. D.S.T. IN REF: MARSHALL ELECTRIC DRAINAGE PLANS EXPANSION PROJECT Fulton County Surveyor, Don Towne, presented the plans to the Drainage Board. Don explained his one concern was the water sheeting across the road. Don stated a swale needs to be constructed to the existing retention pond. Don also commented the plans indicate the retention pond will be made larger. Don commented with the numbers Felderman Design Build has given to him, the storage would be way above of what is needed. Don further explained the expansion of the building would be on the north side of the existing building. Don commented there is no tile for a positive outflow. Being no further discussion, Chairman, Roger Rose, entertained a motion to approve the Drainage Plans for the Marshall Electric Expansion project as presented. Sherry Fulton made a motion to approve the Drainage Plans for the Marshall Electric Expansion project as presented. Stanley Musgrave seconded the motion. Motion carried three to zero. Drainage Board Secretary, Jean Cloud, asked Mr. Eads if he was going to the Area Plan Commission now. Mr. Eads responded yes. Jean stated she would give the Plan Commission a call to let him know the Drainage Plans were approved, in order for him to get his permit. IN REF: PUBLIC BEACH AT LAKESIDE PARK DISCUSSION Chairman, Roger Rose, stated the Leadership Academy is presenting plans for a public beach at Lakeside Park for their project. Bryan Benn explained the area is across from the Dairy Queen on State Road 14 East. Bryan commented they have a letter from the Army Corp of Engineers approving the project, and the next step is to go to the DNR. Bryan Benn commented DNR wanted approval from the Drainage Board and Area Plan Commission. Don commented the area is approximately one hundred and fifty (150) feet long. Stanley Musgrave asked if there is an overflow in the area. Don showed the Board on the map where the overflow is located. Bryan Benn commented it is outside the spillway area for the dam and there is riprap in the area. Bryan further commented that the riprap would not be disturbed. Bryan further commented the plans are to put in pea gravel for people to walk on in the water. Don commented the pea gravel would have to be replaced periodically because the wave action of the water will cause the pea gravel to wash away. Stanley Musgrave asked about it being a sand beach. Chuck Kumler commented there would be sand up by the grass area. Fulton County Surveyor, Don Towne, commented with the DNR permit a barrier is needed. Upland from the barrier can be sand, but DNR does not want sand in the water. From the barrier down through to the water, pea gravel must be in that area. Stanley Musgrave asked if there is a bath facility at the area. The response was yes. Bryan Benn also commented there is also parking. Bryan commented they had already talked with the City Park Board. Stanley Musgrave asked, What is the Drainage Boards concern with this project? Don commented there is no structure, but DNR wants the Drainage Boards blessing, and a letter from the Drainage Board stating the plans have been approved. Bryan Benn commented they would also need to go to the Area Plan Commission for approval. Chairman, Roger Rose, asked when this beach would be opened. Chuck Kumler responded, The opening of the lake next year. There was discussion that there would be between forty (40) and fifty (50) feet between the building and the lake. Stan Musgrave asked if this area would be a swim at your own risk, or will there be lifeguards. The response was swim at your own risk. Chuck Kumler commented there has been talk about putting a bridge across the creek by the dam so people from Manitou Heights area could walk across to get to the beach area. Stan Musgrave asked if they have a grant to do this project. Bryan and Chuck commented the Lake Association is going to help them apply for Lake Improvement grants. The Lake Association paid a hundred dollars ($100.00) for the DNR permit request. Fulton County Surveyor, Don Towne, asked if they were told to contact IDEM. There was discussion that DNR would not give a permit until the Army Corp on Engineers approved the project. Drainage Board Secretary, Jean Cloud, asked if they had a letter from the Army Corp and DNR. The response was they did have a letter from the Army Corp, but DNR need Drainage Board approval before they would issue a permit. Jean asked if the Drainage Board approves the project today, does a letter need to be sent to DNR. Chuck commented the letter needs to be sent to them, so they can submit the letter with the paperwork that is required by DNR. Stan Musgrave asked if the restrooms at the area are on sewer. Bryan Benn commented they have already talked to the City Park, and they are currently maintaining the restrooms at the site and will continue to maintain the restrooms. Fulton County Surveyor, Don Towne, commented in order to construct the beach area, the lake will be dredged and hauled away and then remove the sod. Chairman, Roger Rose, asked if there would be hours for the area. The comment was made this has not been determined. Stan Musgrave asked about a buoy line. The response was yes. Bryan commented at present there are out at about 6 feet deep. Bryan commented it will be dredged deeper out to the riprap and then filled in with pea gravel, and then there will be a gradual slope. Bryan commented at present the first twenty (20) feet out, is only about three (3) feet deep. Chairman, Roger Rose, commented if there are no other questions or discussion, he would entertain a motion to approve the drainage plans for the Public Beach at Lakeside Park. Sherry Fulton made a motion to approve the drainage plans for the Public Beach at Lakeside Park. Stan Musgrave seconded the motion. Motion carried three to zero. Drainage Board Secretary, Jean Cloud, commented she would send a letter to the Area Plan Commission and also a letter addressed to DNR to Chuck Kumler so that it can be submitted with the DNRs paperwork.
