Hearing Reconvened: President Chris Sailors reconvened this Budget Hearing. Council members present were Earl Gaerte, Christopher Sailors, David Helt, Harry Richter, James Widman and Gary Sriver; also, Denise J. Bonnell, County Auditor and Penny Bramble, 1st Deputy. Member Judy DeVries arrived later. Health Department: Drs. Michael Boldry and Michael Brubaker presented this budget-#801. Dr. Boldry stated he was going to present just the ones they increased. Board Members, which they stated had never been raised, Registrar/Administrative Assistant, which they feel is, still underpaid according to other County Offices and they have submitted a revised job description for this position and while they feel she should be raised to 1st deputy; they will be happy to take 2nd deputy. Family & Children Welfare: Christine Ackerman presented this budget. Christine stated the good news, although they have more wards this year there are fewer in residential placements, which she explained as being cost effective; also, they are expanding in-home and preventive after care services, which she explained. She explained the contracts with Four County Mental Health as well as other contracts; also, the recruiting of more Foster Homes. Henry Township Trustee: Becky Gearhart presented this budget. Her mileage $50.00;she was asked if they drive to the mobile home and do the assessments and she said yes. There was a recess from9:00 a.m., until 9:25 a.m., the meeting reconvened. Commissioners: Richard Powell, Roger Rose and Leslie Walters were present. There was a discussion on the Building Insurance that it be in the Commissioners Budget then if there is need for an additional appropriation out of the Host Fee that can be done. This was discussed and noted that the buildings should be looked at as to value and coverage; also, the deductible could be changed. Roger explained that the Building Inspector and Animal Warden were changed as they had discussed. Health & Dental Insurance was discussed as to the need for employee participation. The EMS was discussed and maybe a private/outside service should be investigated. He continued through the budget. Roger referred to an increase of one thousand for the Historical Society this was discussed. There was a discussion on the deputy assessors and where that is funded. There was a discussion on the Host Fee Fund and what comes in the next six months would give some extra dollars free to do some things that we may not be able to afford if we leave the situation as it is. Jim said his concern was paying the building insurance out of the Host Fee, and its not in the Commissioners Budget. This discussion can be reviewed from the tapes Chris told the Commissioners the Council had discussed and took a consensus vote to ask the Commissioners to look into getting a new recorder. Chris said it had been acting up and Denise stated that Casi said she couldnt use it at all. This was thoroughly discussed. The Commissioners will look into the recorder situation. Various budget conversations continued. Rich said regarding the health insurance they could spend more time on that. The Council is really concerned about the health insurance as the EMS is projecting a large deficit over 2005. This discussion continued, as this is a big expense. The First Responders were noted as being on the scene long before the EMS, which is critical. 12:05 p.m. recessed for lunch; reconvened at 1:30 p.m. The Council began the process to analyze and reduce the budget; the budgets were reviewed line by line for each department.
