Meeting Called To Order: Council Members present at this meeting were Judy DeVries, Earl Gaerte, James Widman, Gary Sriver, Dave Helt, Mike Gearhart, and Auditor Denise J. Bonnell. Christopher Sailors was absent. Council Minutes: Council President James Widman referenced the minutes of the Council meeting on February 22, 2006, for any additions or corrections. Jim called for a motion to approve the minutes as presented. Judy DeVries moved to approve the minutes of January 18, 2006, meeting as presented. Gary Sriver seconded this motion. Motion carried 6-0. Wheel Tax: County Highway Department superintendent Scott Tilden presented the Council with information he has compiled regarding a wheel tax. He said Fulton County has 793 miles of road to maintain, 847 miles including cities and towns. This excludes state highways. He said that funding for road maintenance through the State Gas Tax and lottery distributions has steadily decreased, while the cost of road maintenance has increased. Tilden discussed some of the roads he would like to work on presented in a 10-year plan. Old 31 and Olson Road are two major projects in the County that need repaving. Commissioner President Richard Powell presented the following wheel tax per vehicle annually when purchasing new license plates: $20 for passenger cars, trucks and motorcycle $15 for buses $10 for recreational vehicles $25 for semi-trailers $15 for tractors $5 for light trailers $10 for heavy trailers $25 for trucks $30 for heavy trucks He explained that this is the only tool available to the County to fund road repairs. The funds are to be distributed by the State each month on the 20th. The County also could be penalized by the State for not imposing a wheel tax or local option tax. Citizens spoke for and against the proposed wheel tax. Commissioner Roger Rose explained that a financial crisis is imminent without finding some type of funding for the roads, which he described as fundamental in economic development. The Council tabled the subject and plans to revisit it at the next meeting. Speedway Sand & Gravel Tax Abatement: Deanne Ludwig presented a request for ten-year tax abatement for Speedway Sand & Gravel. She said they estimate to add ten jobs at an average salary of $48,000 per year. She said the abatement would allow them to purchase $2,000,000 in equipment. The site is currently not in production. The Board of Commissioners recommended approving a 7-year abatement. Mike Gearhart moved to approve seven-year tax abatement for Speedway Sand and Gravel. Earl Gaerte seconded the motion. WHEREAS, the County Council of Fulton County, Indiana is authorized under the provisions of I.C. 6-1.1-12.1 et seq. to designate areas of Fulton County, Indiana as Economic Revitalization Areas for the purpose of tax abatement; and WHEREAS, Speedway Sand & Gravel, Inc. has submitted to the County Council a Statement of Benefits and Petition as application for a personal property tax abatement; and WHEREAS, the County Council has found that the property commonly known as 2896 South 1600 East, Silver Lake, Indiana, is located within the jurisdiction of the County Council; and WHEREAS, based upon the information provided by the applicant, the above-described area has become undesirable for, or impossible of, normal development and occupancy inasmuch as in order for the property to be used for the industrial purposes of the applicant, new machinery needs to be installed at this time; and WHEREAS, the applicant has paid the $250 application fees required by Fulton County Ordinance #052389; and WHEREAS, this Council has considered the Petition, Statement of Benefits (Form SB-1/PP), and the factors set forth in Section Three of the Ordinance namely: whether the application complies with the statutory requirements; whether the proposed improvements will create additional employment opportunities; whether the designation will stabilize or improve the property values in the area; whether the land involved meets the statutory requirements for being declared an Economic Revitalization Area; the effect of the proposed improvements on surrounding areas and on property values of surrounding property and the environment; the past performance and reliability of the Petitioner, and the credibility of the proposed project; the effect which the project’s property tax abatement will have on revenues for the County; and WHEREAS, this Council has determined, based on the information provided by the applicant, that the proposed real estate has experienced slow growth which has impaired values and prevented normal development of the property, as stated in the Petition; and WHEREAS, the proposed site complies with the standards established by this Council in Ordinance #052389 adopted May 23, 1989, for determining Economic Revitalization Areas within the jurisdiction of the Council, as shown by the information provided in Speedway Sand & Gravel, Inc.’s Petition and the Statement of Benefits, as required by state statutes.
