Meeting Called To Order: Richard Powell called this Meeting to Order at 9:00 a.m., E.S.T. Present for this meeting were Commissioners Richard Powell; Roger D. Rose; Mark J. Rodriguez; First Deputy Auditor Penny Shireman and Attorney Gregory L. Heller. Highway Department: Highway Superintendent Dave Tofson reported a fuel savings in October 2008, to October 2007, in the amount of $8,082. He said the Highway Department is back on five eight-hour shifts for the winter months. He said a quote for painting, caulking, power washing, sealing and priming the buildings is $6,600. To reseal the roofs over the two out buildings is $1,800. That is the only quote received to date. The Department is receiving 300 tons of salt for the winter at $114.65 per ton for a total of $34,395. Last year 425 tons cost $20,761. There remains 70 tons from last year. Tofson said that Christine Jones asked to put a 24” x 24” sign reading, “Please don’t drink and drive, In memory of Jonathon Kamp.” After some discussion this request was tabled for consideration. Tofson presented Permit #39-08 from Nipsco on Old 31 North across from the landfill in the right of way to install a shut off valve. This will be 20 feet off the shoulder of the road. Roger Rose moved to approve Permit #39-08 as recommended by Dave Tofson. Mark Rodriguez seconded this motion. Motion passed 3-0. Tofson asked if Mike, Rick’s and Linda’s positions were still appointed positions. Linda’s position is still an appointed position. The Board will determine if the road supervisors are appointed positions. Sheriff Department: Sheriff Walker Conley presented his monthly reports. Conley reported that he found a 2008 minivan for transports with under $25,000 miles for $13,900, which is a better deal than he reported at last meeting for a 2007 minivan. Conley said the state building inspector, Ron Holcomb, lives locally and approved the new office building. Conley said he is having a sign made addressing the Old Post Office as the Fulton County Sheriff and Communications Administration Building. Mark said that DLZ conducted an inspection on October 1 and October 30, 2008. He said that they are looking at the end of this week for the end of the majority of the work on the building to be completed and they plan to take occupancy towards the end of this week. An open house is planned. Rent will start in December, and the transition to the new building should be complete in January, depending upon the weather. There are some additional expenses in the amount of approximately $2,000 or $3,000 involving the video system for the jail to be accessed at the Administration Building. He purchased some office furniture out of the commissary fund. The Board discussed taking the money for December’s rent from the E911 fund and from the money not spent on ambulances this year. Conley said that monitoring video cameras would be installed in the Courthouse in mid-November and would be monitored by the sheriff and communications departments. Mark discussed working toward video arraignment infrastructure being installed at the Courthouse. This will allow the EMA to receive from the Department of Homeland Security $115,000 for 42 mobile radios for the sheriff, police, EMS and fire departments. Health Inspector Shannon Shepherd discussed with the Board the issues with the septic system extending beyond Jeremy Rush’s property line and the need for this vacation. Motion carried 3-0. Tiosa Vacation of Public Ways: Plan Director Casi Cramer provided additional information regarding the Jeremy Rush Petition For Vacation. She said there is a big dispute between neighbors in the Disko neighborhood. She asked if there was a way the County could vacate part of an alleyway without the property owners filing a petition. Greg Heller will research that matter. Mark suggested that Mr. Bennett file a petition to vacate the alleyway if that’s what he wants, because Jeremy Rush has gone to great lengths to accomplish his vacation request. Attorney Heller agreed. Adoption Of Personnel Policies Handbook: Kent Irwin reported that a committee has been meeting for the past several months reviewing past policies, new policies, thing that have come up that need to be revised or added. The proposed new personnel policy is the result of these meetings. Irwin suggested making the policy effective January 1, 2009, and having a briefing, or training, of department heads at the beginning of the year. He also recommended keeping the committee intact and meeting at least quarterly with annual appointments by the Council and Commissioners. He reviewed in depth the policy and forms with the Board. He noted that it is a blend of the previous policy with new policies added. The committee has laid out a plan to update job descriptions. There was significant discussion regarding comp time. The policy caps the comp time hours at 80 hours for the Highway Department and 36 hours for all other County employees. He thoroughly reviewed with the Board the Family Medical Leave Act. Greg Heller provided the Board with everything that he received from Bob Peterson regarding the make up of the EMS. Roger noted the necessity of getting some conversations going with the hospital regarding EMS. Penny asked Greg about the transfer of land from the Lancaster Estate to the County. He replied that he didn’t think there was a need for a survey but just a title search. The Board agreed to take the money out of the animal control fund for Pete Terpstra to build the building for the animal warden. New Business: Richard asked about changing the appointment of the secretary at the Highway Department to be hired by the supervisor. Greg thought it was in the Board’s administrative authority to change that, but suggested checking with Kent Irwin for sound personnel policy sense. Judge Morton has requested that the Courthouse close at noon on December 19, 2008, for the Christmas party. The Board discussed the lack of attendance at past parties while all of the Courthouse and Office Building employees have the afternoon off paid.
