Meeting Called To Order: Richard Powell called this Meeting to Order at 6:03 p.m., E.S.T. Present for this meeting were Commissioners Richard Powell; Roger D. Rose; Mark J. Rodriguez; and Denise Chandler, Auditor. Highway Department: Superintendent Mike Clark reported that due to the flooding 18 gravel roads needed repair and three culverts needed repair. He thanked Rochester Street Department’s Terry Wynn for loaning 60 to 80 barrels for marking roads. Six roads remain closed at this time. This was reported to be .2 inch under a one-hundred year flood level. Bid letting for asphalt and supplies will be March 21, 2008, at 10:00 a.m. Advertising is planned for February 28 and March 6, 2008. At this point the repair for the rolled truck is estimated at $10,000, but the frame still needs to be inspected. Walt Tharp, an engineer with IMI, suggested a method of repair for County Road 100 South and offered to help to get the road repaired. Attorney Greg Heller arrived at 6:20 p.m. Sheriff Department: Sheriff Walker Conley has received bills totaling just over $8,000.00 for the replacement of the sewage drain tile from the jail to the street. The 6-inch clay tile is being replaced with an eight-inch plastic tile. He reported that a 45-degree clean-out was added for access to clean out the tile, if necessary. Denise suggested transferring $10,000 budgeted for an ambulance to jail repairs and the Board agreed. Conley presented his Request to Receive Bids on Police Vehicles. He plans to replace a 2003 Dodge Intrepid and a 2003 Dodge Durango with another SUV and a full size 4-door passenger vehicle. Red Cross: Dave Tofson would like to establish a better presence in Fulton County. He asked if Red Cross could utilize a spare office in the Emergency Management office on a part-time basis, possibly one day a week. Red Cross items are currently stored there. He said that currently Fulton County has three Red Cross volunteers. He hopes to increase that number to at least 20. Mark Rodriguez moved to allow Red Cross to occupy that space at the Emergency Management building for one day per week. Roger Rose seconded the motion. Motion carried 3-0. Emergency Management Agency: Director Melissa Collier reported that the agency depleted its sand bag supply. She said that 10,000 to 12,000 were distributed. Another 10,000 were then distributed after being donated by Kosciusko County EMA. She reported 100+ homes being affected by the flooding. FEMA representatives did a damage assessment, as well, to determine qualification for assistance. Request of Real Estate Transfer to Woodlawn Hospital: Hospital Board member Rick Brown asked the Board to transfer the ownership of the real estate that surrounds the hospital to the hospital. He said the Hospital Association owns the hospital building and the grounds immediately under it, but the County owns the balance of the land purchased for the hospital in 1976. This requested land transfer is needed for the planned hospital expansion. He reported that the expansion of the hospital is critical to move into the modern era of the hospital business. He noted that when the hospital was built, it was primarily used for inpatient situations, and today more than 75% of the hospital business is done on an outpatient basis. He noted that the hospital has maintained and improved this property for the last 30 years. Brown presented two proposed resolutions that would accomplish the transfer of the real estate, along with the execution of a deed. The Board tabled this discussion to the February 19, 2008, meeting. Grant Employee: Bruce Hess, Emergency Preparedness Coordinator, provides his services through a special grant. He presented two service agreements for the year 2008 that was signed by Dr. Bugno and needed the signatures of the Commissioners. Attorney Heller explained that grant funds are available for this position, but it requires a service agreement to be signed. He also noted that, due to IRS issues, when the new personnel policy is drafted, he will be designated a “grant employee” because he is being employed through the grant funds and because he does not receive the benefits of an employee. Roger presented some names for possible appointments to the Fulton County Board of Zoning Appeals. The Board will explore the possibilities and make an appointment during the next meeting. The Board will meet in executive session on February 4, 2008, to review the County Highway Supervisor candidates. Mount Zion issues will be on the agenda for the next Board meeting. Old Business: Attorney Greg Heller instructed the Board that he believes that the County is obligated to provide emergency medical services. The Board discussed the importance of this service and possible funding sources. Mark Rodriguez raised the issue of transportation of cadavers. He noted that this is approximately 10 runs per year. The probable entities for this service are discussing how to resolve this issue. Some of those entities in the discussion are the sheriff, coroner and the local funeral homes. Obvious advantages of a mortician taking over these duties are insurance, vehicles, etc. The Board discussed the possibility of a rotation among the local funeral homes and whether or not it is realistically the responsibility of the coroner. The Board entertained the idea of soliciting proposals for the service. Mark Rodriguez moved to solicit proposals for death investigation transfers. Roger Rose seconded the motion.
