Meeting Called To Order: Richard A. Powell called this Meeting to Order at 9:00 a.m., E.S.T. Present for this meeting were Commissioners Richard A. Powell, Roger D. Rose, Leslie R. Walters, Denise Bonnell, Auditor, and County Attorney Gregory L. Heller. Fulton County Highway Department: Superintendent Scott Tilden presented Permit #11-2-05, 11-3-05 and 11-4-05 from Rochester Telephone Co. Scott recommended the permits for the Board’s approval. Roger Rose moved to approve Permit #11-2-05, 11-3-05 and 11-4-05 as recommended by Scott. Leslie Walters seconded this motion. Motion passed 3-0. Tilden presented Permit #10-24-05 from NIPSCO. Leslie Walters seconded this motion. Motion passed 3-0. Sheriff: Sheriff Roy Calvert reported that he was planning on having someone prune the bushes around the building for security reasons. He said they are working to repair the cement wall from the damage done previously. He noted some uncleanliness in the Courthouse and reported it for the Board’s information. Calvert reported that he was having trouble enforcing no parking to a resident of the Town of Fulton. He continues to park in an alley he has been requested not to park in. It was decided to enforce the parking in the alley as being parked in a fire lane. Calvert presented the Sheriff’s Department Monthly Activity Report. A citizen complained to Sheriff Calvert the animal control services were not supplied upon his request. Calvert explained that the County employs a part-time animal control warden – not full-time. Transpo: Transpo Director Terry Moore reported continued growth in the numbers for Transpo. She reported another 12-passenger van would be picked up this week and another vehicle would be acquired at the beginning of the year. The cost to the County is 20 percent of the actual cost. E911/City Police/Sheriff Software Request: Rochester City Police Chief Greg Halfast discussed with the Board a proposed agreement between the city and county and E911 Department to purchase the software needed for $175,000 to $180,000 and split between the three entities. The County would purchase the software and the City would reimburse the County for its share. The City will present an agreement when the details of the purchase are finalized. Halfast reported that after reviewing several potential vendors, he is prepared to make a recommendation. Halfast and 911 Director Steve Reese explained what the system would do for the three entities. Steve Reese: Steve Reese, 911 Director, reported to the Board that he is awaiting a return call to determine the exact frequency that is in place. Reese also reported that when a Pulaski County deputy was killed, two of Fulton County’s dispatchers helped their 911 Department. Reese said they came back with new knowledge from being there. Reese requested that these dispatchers be compensated for the time at Pulaski, a total of approximately ten hours. He also reported that some other county directors are thinking and talking about forming a regional team that would be able to go to the involved counties to learn the equipment and procedures. The Board approved the compensation. It was the consensus of the Board to move forward on this shared purchase. Halfast and Reese made the recommendation to purchase system from CODY Systems per its proposal. Attorney Heller asked if the proposed vendor is a current vendor or would the County need to think about providing proper notice of termination of a contract. Reese and Halfast agreed that the previous maintenance provider ceased to provide its services for at least a few years. Heller also proposed some minor changes in the language of the agreement. There was a discussion regarding what hardware may need to be replaced for the conversion. Attorney Heller recommended a change in Section 18b Case 7 whereby the jurisdiction of any dispute would be in Fulton County. Roger Rose moved to enter into an agreement with Cody Systems for software for the combined use by the 911, by the sheriff’s department and by the city to replace the outdated 1991 software and to complete any negotiations that need to be done and changes in the legal description be included in the final contract with the wording as stated by our county attorney. Rose amended his motion to include the authorization for Richard Powell to execute the contract when presented. Leslie Walters seconded the motion. Motion carried 3-0. Reese reported that an RTC representative has begun troubleshooting within the County’s systems. Recess Rochester Retail Merchants: Eric Johnson requested luminaries be displayed on the Courthouse lawn without the use of spotlights for Christmas on Fridays from the 2nd to the 25th and the 23rd and 24th. The Board approved the request. Emergency Management: Sue Griffith presented an additional Appropriation Request and Transfer Request. She also reported a change in the way that her position is reimbursed. She also asked the Board to appoint the Dr. Debra Howe to the Emergency Management Advisory Board.
