Meeting Called To Order: Richard A. Powell called this Meeting to Order at 6:00 p.m., E.S.T. Present for this meeting were Commissioners Richard A. Powell, Roger D. Rose, Leslie R. Walters, and Penny Shireman, First Deputy Auditor. County Attorney, Gregory L. Heller, was absent. Fulton County Highway Department: Superintendent Scott Tilden presented Permit #10-17-05 from Eric D. Miller, Macy. Scott recommended the permit for the Boards approval. Roger Rose moved to approve Permit #10-17-05 as recommended by Scott. Leslie Walters seconded this motion. Motion passed 3-0. Tilden also reminded the Board that there is a County Supply bid letting scheduled for November 4, 2005, at 10:00 a.m. Tilden prepared a request for proposals for engineering services for county-wide bridge inspections. Proposals will be due by November 21, 2005, to the Auditors office. The Board will award the job on December 5, 2005. Sixty bridges will need inspections including one bridge needing fracture critical inspection and seven needing underwater inspections. Roger Rose moved to approve the request for proposals as presented. Leslie Walters seconded the motion. Motion carried 3-0. Sheriff: Sheriff Roy Calvert discussed glass repairs in the jail. He is also getting quotes for security cameras in the jail. Calvert presented his monthly report. Jail Commander Jeff Berlasty discussed the visit by DLZ to assess the jails use of its space. He doesnt feel that a new jail is needed, but he does think some areas within the jail need updated. He went on to explain some of the responsibilities of the jailers. Jeff Berlasty also discussed with the Board charging the weekend inmates $20.00 per day for their weekend sentences. Recorder: County Recorder Susan Carr reported to the Board that an employee in the Assessors Office has resigned and she hired an employee of the Township Assessors Office, Vicki Dreibelbis. Carr requested that the 8% probationary pay reduction be waived for her. Roger Rose moved to waive the pay reduction due to her experience. Leslie Walters seconded the motion. Motion carried 3-0. Carr also described problems with her computer system installation. She believes that the problems are now solved. Carr also discussed an additional appropriation request to help with the costs of getting caught up due to computer delays and requirements of the State. She noted that the requested additional would come out of the reassessment fund. Miles & Finch Casualty Insurance: Phil Thatcher, Kokomo, discussed property and casualty insurance for the County and offered to provide a quote. He will contact Denise to get the information necessary to provide a quote. Steve Reese: Steve Reese, 911 Director, reported to the Board that he is awaiting a return call to determine the exact frequency that is in place. Reese also reported that when a Pulaski County deputy was killed, two of Fulton Countys dispatchers helped their 911 Department. Reese said they came back with new knowledge from being there. Reese requested that these dispatchers be compensated for the time at Pulaski, a total of approximately ten hours. He also reported that some other county directors are thinking and talking about forming a regional team that would be able to go to the involved counties to learn the equipment and procedures. The compensation was approved by the Board. Commissioner Meeting Minutes: The minutes of the October 3, 2005, the Board of Commissioners meeting were reviewed. Leslie Walters moved to approve the minutes of the October 3, 2005, Board of Commissioners meeting as corrected. Roger Rose seconded this motion. Motion carried 3-0. Appropriation Requests: County Assessor 123.19000.000.213 Extra Help $10,000.00 The additional appropriation request was reviewed and approved. Transfer Requests: Commissioners: From 101-21000-0-068 Office Supplies $ 500.00 To 101-12300-0-068 Unemployment Comp. $ 500.00 Drainage Board: From 101-063-21100 Postage $ 100.00 To 101-063-32400 Publish Legals $ 100.00 Probation Department: From 503-32201-248 Juvenile Travel Expenses $ 1,200.00 To 503-30032-248 Schooling $ 1,200.00 Health Department: From 807.11202.000.203 Social Security $ 400.00 To 807.11201.000.203 Conference Fees $ 400.00 Superior Court: From 101-22004-0-201 Court Reporter Supply $ 40.28 To 101-21000-0-201 Office Supply $ 40.28 The transfer requests were reviewed and approved. Claims and Payroll: The Commissioners reviewed Payroll and all Claims and signed them for payment. Old Business: Leslie Walters reported that Mike Gearhart contacted him regarding consultants to analyze the EMS system. A representative will provide an idea of what can be done and the cost. Jim King, Avant, asked Leslie Walters if the Board wanted to go ahead with a grant request for a Phase II environmental study at the old Four County Landfill. Phase I will need to be accomplished initially. Roger Rose asked if there was any requirement that they perform the Phase I for the grant writing in the Phase II portion. Roger Rose felt that the Phase I needed to be completed before committing to Phase II yet. The Board felt they needed to know what scope of services Avant offers and if these services are done in-house. The recorder has a wooden desk, a printer and camera that she needs to get out of the office to give more room for working. Leslie Walters suggested exchanging her table with one from the drainage board room. Roger Rose suggested adding language regarding cell phone use to the personnel policy in one of two places. He said they should be telling County employees that if they receive a call on the cell phone and are driving that they are to answer the phone and say that they will call them back when they are not driving. The Board will seek specific language from attorney Greg Heller for this topic. New Business: Roger Rose reported that Judy Reed requested permission to be open for business on Saturday, November 5, 2005, from 8 a.m. to noon, as it is the last Saturday before taxes are due. Roger Rose moved to allow the Treasurers Office to be open on Saturday, November 5, 2005, from 8 a.m. to noon to allow people to pay their taxes. Leslie Walters seconded the motion. Motion passed 3-0. Richard Powell reported that he has received calls from a Logansport insurance company offering to prepare quotes for the countys insurance. The Board decided it would be a good idea to compare some proposals with what the County pays now for property and casualty insurance. Richard Powell received a letter from Dorothy Nellans regarding Walt Talbott. The Board will determine if her issues are settled and what may need to be done. The Board will look at applications, pick the viable contenders, rate those chosen and schedule an executive session to discuss. This concluded the business of this meeting of the Fulton County Board of Commissioners. Roger Rose moved to recess this meeting at 8:50 p.m. Leslie Walters seconded this motion. Motion carried 3-0.
