Meeting Called To Order: Richard A. Powell called this Meeting to Order at 6:15 p.m., E.S.T. Present for this meeting were Commissioners Richard A. Powell, Roger D. Rose, Leslie R. Walters, Denise Bonnell, Auditor; and County Attorney, Gregory L. Heller. Fulton County Highway Department: Superintendent Scott Tilden and Sheriff Calvert surveyed the intersection of Division Road and 1000 East due to a citizens request that it be made a four-way stop. Tilden recommended that no change be made. He said there is no accident history there, and there is good visibility. Tilden also updated the Board on the departments roadwork. He also reported from the meeting at the LaPorte District INDOT office on the 10-year new highway construction plan. Norma Carter Greg Heller said that the Health Departments concern is that there is no encroachment on any neighboring property and that there was no way to get the entire system on the Carters property. Final approval of the Health Department is pending. The Carters will call when they want to be back on the agenda. Commissioner Meeting Minutes: The minutes of the August 1, 2005, Board of Commissioner meeting were reviewed. Leslie Walters moved to approve the minutes of the August 1, 2005, Board of Commissioner meeting as corrected. Roger Rose seconded this motion. Motion carried 3-0. Common Wage Appointment: Attorney Greg Heller reported that the Fulton County Public Library is planning an expansion that would require the issuance of bonds, thus requiring the formation of a Common Wage Committee. The Committee is comprised of one appointment from each of the following: the Governor, the State Labor Organization and the Commissioners. The Library Board would then make two appointments. Heller recommended the Board appoint James Heyde to the Committee. Roger Rose moved to appoint James Heyde to the Common Wage Committee. Leslie Walters seconded the motion. Motion passed 3-0. Transpo: Terry Moore presented her quarterly report for the second quarter of 2005. She reported public use is rising. Fulton alley: Robert Ward and Patty Shafer told the Board that they are having problems with a neighbor parking in an alleyway. The Board will determine whose jurisdiction this is and respond accordingly. The Sheriff will be instructed to keep the alley open. Rumschlag Technical Services: Leo Rumschlag, Brownsburg, told the Board that he is an independent engineer who specializes in bridge inspections and his services are available to Fulton County. He asked for consideration when choosing a bridge inspector next. Filson Group Cable TV Contract: This contract is up for renewal, but the contract is specific in that a public hearing is required. Attorney Heller felt the Filson Group needs to ask for public hearing and publish the necessary notices. Claims and Payroll: The Commissioners reviewed Payroll and all Claims and signed them for payment. Old Business: The Board will conduct a public hearing to determine the communitys time zone preference on August 29, 2005, at 7:00 p.m. Roger Rose will request information required for a petition from FEDCO. Culver Community Schools Corporation forwarded a Resolution requesting the counties its students live in (Marshall, Fulton, Pulaski and Starke) select the Central Time Zone. New Business: Leslie Walters reported that Indiana Testing works with counties to obtain grants for environmental studies. Mike Williams will attend the September 6, 2005, Commissioners meeting to talk about the old landfill. Denise Bonnell presented the contract renewal with Maximus, who audits the claims through the State. The rate is the same at $4,500.00. Denise requested the Boards approval to enter into the contract. Roger Rose moved to renew the contract with Maximus for one year for $4,500.00. Leslie Walters seconded the motion. Motion passed 3-0. Auditor, Denise Bonnell requested the Board waive the 8% probationary period reduction for her new employee who has worked in the Auditors and Rochester Township offices part time for the last several months. Ashley Driebelbis will replace Peggy Kelly. Roger Rose moved to waive the 8% reduction on Ashley Driebelbis per the Auditors request based on her previous experience. Leslie Walters seconded the motion. Motion passed 3-0. The monthly report of the Veterans Office was reviewed. Richard Powell requested the Board have an Executive Session regarding personnel issues. The Board set the meeting for August 18, 2005, at 8:30 a.m. This concluded the business of this meeting of the Fulton County Board of Commissioners.
